The good news is that the rebates many people enjoyed in late 2009 for buying new Energy Star appliances are carrying over to 2010. In fact some of the Northwest regional utilities have expanded their programs.

The bad news is many of the major manufacturer incentives expired at the end of 2009. However, a few remain and have been extended.

We’ve updated our Southwest Washington Energy Tax Rebates and Incentives and Oregon Energy Tax Rebates and Incentives pages to include 2010 changes.

Grant County Public Utility District 509-754-0500	Rebate – Mail-in	Clothes Washers, Dishwashers, Refrigerators & Freezers	Ongoing
Grant County PUD offers a $70 mail-in rebate to its members for purchasing an ENERGY STAR qualified clothes washer and a $25 mail-in rebate for the purchase of ENERGY STAR dishwashers, refrigerators, and freezers. Members applying for the rebate must allow a representative from Grant County PUD or the Bonneville Power Administration to certify the installation of the unit. Clark Public Utilities 360-992-3355	Rebate – Instant, Recycling	Refrigerators & Freezers	Ongoing
Clark Public Utilities offers a $25 rebate for ENERGY STAR qualified refrigerators or freezers if the customer agrees to turn in an old refrigerator and freezer in working condition. CEC is pleased to offer a residential weatherization program to our members. This program can help owners of electrically heated homes improve efficiency, control heating costs, and increase comfort levels. The home must have an energy analysis done before work begins. Based upon the results of the free analysis, CEC will recommend specific weatherization measures. You may then apply for a cash discount or a low-interest rate loan to finance the project. $ 0.60 per square foot for windows. $ 0.25 per square foot for ceiling insulation. $ 0.50 per square foot for floor insulation. $ 0.50 per square foot for wall insulation. $300.00 per system for duct sealing. Loan terms: Through our lending partner, Bank of the Cascades, you can get a loan covering 100% of job costs up to $5000. There is no loan fee and no penalty for early payment. Energy Trust of Oregon	Rebate – Mail-in	Window Components, Windows, Doors & Skylights	Ongoing
The Energy Trust of Oregon is offering incentives of $2.25 per square foot for ENERGY STAR qualified windows. U-Value must be 0.30 or lower. Windows must be installed with a second complete measure. Thermal upgrades (attic/ceiling insulation, floor insulation, or wall insulation) must meet all program specifications and requirements to qualify as a second complete measure. Duct/Air sealing must meet maximum incentive amount to qualify as second measure. Windows installed prior to March 1, 2007 receive incentives available for the period March 1, 2006 thru February 28, 2007: U-Value of .32 receives $1.25 per sq. ft.; U-Value .31 or less receives $2.00 per sq. ft. Window installed after March 1, 2007 receive new incentives that began on March 1, 2007: U-Value .30 or less receives $2.25 per sq. ft. Required second measures that are installed after March 1, 2007 with windows that were installed prior to March 1, 2007 will receive the new incentives. See the web site for more information

Oregon Department of Energy 800-221-8035	Tax Exemption/Credit	Clothes Washers	Ongoing
Individuals with an Oregon income tax liability can receive a tax credit for purchasing ENERGY STAR qualified clothes washers of up to 25 percent of the purchase price, with a maximum credit of $150 to $180 per unit based on the model. Eligible models must have a minimum Modified Energy Factor (MEF) of 2.0 and a maximum Water Factor (WF) of 6.5. See the Web site for more information.

Oregon Department of Energy 800-221-8035	Tax Exemption/Credit	Dishwashers	Ongoing
Individuals with an Oregon income tax liability can receive a tax credit for purchasing ENERGY STAR qualified dishwashers of up to 25 percent of the purchase price, with a maximum credit of $80 per unit based on the model. Eligible models must have a minimum Modified Energy Factor of .70. See the Web site for more information.

Oregon Department of Energy 800-221-8035	Tax Exemption/Credit	Refrigerators & Freezers	Ongoing
Individuals with an Oregon income tax liability can receive a tax credit for purchasing ENERGY STAR qualified refrigerators of up to 25 percent of the purchase price, with a maximum credit of $50 to $90 per unit based on the model. Douglas Electric Cooperative is offering the following rebates on energy efficient appliances: $25 for dishwashers and refrigerators, and $70 for clothes washers. Appliances must meet Oregon Dept. of Energy residential tax credit standards for energy efficiency; some, but not all, ENERGY STAR qualified models are eligible. Umatilla Electric Cooperative is offering a $50 rebate for ENERGY STAR qualified clothes washers with a Modified Energy Factor (MEF) of 1.42 to 1.97, and $100 for qualified models with an MEF of 1.8 or higher. Clothes washers must be used with an electric clothes dryer and electric hot water heater to qualify for a rebate. Go to the web site for more information.

West Oregon Electric Cooperative, in conjunction with the Bonneville Power Administration, is offering financial incentives to its customers for the purchase and installation of ENERGY STAR qualified replacement windows with a U-Value of .30 or lower. The Energy Trust of Oregon is offering a $200 rebate for natural gas tankless water heaters with an Energy Factor of 0.80 or higher. Offer available only to Oregon residents who receive gas water heating from Cascade Gas or NW Natural Gas. Energy Trust of Oregon 866-368-7878	Rebate – Mail-in	Solar – Electric	Ongoing
Energy Trust of Oregon is offering incentives for the purchase and installation of solar water heating systems. Oregon residents with gas water heating provided by Cascade Gas or NW Natural Gas can receive a rebate equal to 30 cents per kWh of first-year energy savings, with an average estimated rebate of $600 per system. Residents with electric water heating provided by Portland General Electric or Pacific Power can receive a rebate equal to 40 cents per kWh of first-year energy savings, with an average estimated rebate of $800 per system. Oregon Department of Energy 503-378-4040	Tax Exemption/Credit	Heat Pump, Whole-Home Gas Tankless	Ongoing
The State of Oregon is offering a residential income tax credit for the purchase of gas tankless water heaters with an EF of 0.80 or higher, and electric heat pump water heaters with an EF of 2.0 or higher. The tax credit is equivalent to 25 percent of purchase price or the amount listed on the Oregon Department of Energy Web site, whichever is lower. The State of Oregon is offering a residential income tax credit of 60 cents per first-year kWh savings, up to a maximum of $1,500. Solar water heating systems must be OG-300 certified to qualify for the rebate. Go to the Web site for more information.
